The short answer
China permanent residence has five practical routes, plus two talent variants:
| Route | Best fit | Decisive evidence | Weak point |
|---|---|---|---|
| Employment by position or title | Long-serving executives and senior professionals at qualifying employers | Appointment, title, employer qualification, 4 years’ records | Employer may not qualify; title may not match |
| Salary and tax | High earners without a traditional senior title | Payroll, individual income tax, 6× local average | Split payroll or equity-heavy pay |
| Investment | Foreign investors with operating companies in China | Paid-in capital, 3 years of filings and tax | Subscribed but unpaid capital |
| Family reunion | Spouses, minor children, and parents of Chinese citizens or PR holders | Marriage, birth, residence record | Breaks in continuous residence |
| Special contribution or state need | People with a formal government recommendation | Recommendation letter and achievements | No recommendation, no route |
| Foreign-Chinese PhD | Foreign nationals of Chinese origin with a doctorate working in China | Degree, Chinese-origin status, employment | Status and degree verification |
| Key development zone | Foreign nationals of Chinese origin working 4 years in a national zone | Zone, 4 years, 6 months a year | Zone and status must be documented |
The rest of this guide explains how to choose between them.
Employment by position or title
This is the classical route. It requires a role at or above deputy general manager or deputy factory director, or a professional title at or above associate professor or associate researcher, or an equivalent. The applicant must have held the role for four continuous years, spent at least three years in China during those four years, and maintained a good tax record.
The employer test is separate and often decisive. The employer must be a State Council or provincial department, a key university, an entity running a national key project, a high-tech enterprise, or an encouraged, advanced-technology, or export-oriented foreign-invested enterprise. A qualifying employee at a non-qualifying company does not have a route.
This route suits executives at large manufacturers, universities, research institutes, and established foreign-invested enterprises. It is weaker for employees of small service companies, even when the job title is senior.
Salary and tax
The 2019 policies added a route based on income rather than title:
- Four consecutive years of work in China.
- At least six months of actual residence in China each year.
- Salary income at least six times the average wage of urban employed persons in the locality for the previous year.
- Individual income tax at least 20% of salary income.
This route fits senior engineers, finance and technology professionals, and managers whose employers do not use the Chinese title ladder. It also fits employees of companies that are not qualifying employers under Article 8, because the salary route does not import the Article 8 employer test.
The evidence is financial. The case officer will compare the employment contract, the payroll record, the individual income tax record, and the social insurance base. If the contract says one number and the tax record says another, the tax record governs. Bonuses, allowances, and equity need to be classified correctly: only salary income counts toward the multiple.
The local average wage is updated annually. The threshold is therefore a moving target, and the applicant should confirm the current figure before assuming a prior year’s salary still qualifies.
Investment
The investment route requires direct investment, stable for three consecutive years, with a good tax record. The paid-in registered capital thresholds are:
- US$500,000 in an encouraged industry under the national catalogue.
- US$500,000 in western China or a national poverty-alleviation key county.
- US$1,000,000 in central China.
- US$2,000,000 anywhere in China.
The file is corporate. It includes the business license, the capital verification report, the annual report or joint annual inspection record, and the tax certificate. The applicant must show both that the capital was paid in and that the business has operated stably for three years.
Two mistakes are common. The first is treating a real-estate purchase as investment; the route is for direct investment in an enterprise, not a personal home. The second is relying on subscribed capital. The authority looks at paid-in registered capital, verified by a capital verification report.
Family reunion
The family routes are the most used and the most misunderstood. They are not one route with one test:
- Spouse of a Chinese citizen or foreign PR holder: five years of marriage, five years of continuous residence in China, at least nine months in China each year, and stable income and housing.
- Unmarried child under 18: joining a parent in China.
- Parent aged 60 or over: no direct relatives abroad, joining a direct relative in China, five years of continuous residence, and nine months a year in China.
The spouse route is examined for genuineness as well as duration. Shared address history, joint finances, children’s records, and consistent exit-entry patterns matter. The nine-month rule is strict: a year with four months abroad can push the start of the five-year clock forward.
A spouse or minor child of an investor, employee, or special contributor can also apply as a derivative. That route follows the principal’s approval and is usually simpler than proving five years of marriage, but it collapses if the principal’s application fails.
Special contribution or state need
This route requires a significant and outstanding contribution to China, or skills that the state especially needs. A competent Chinese government department must recommend the applicant. The evidence is the recommendation letter plus awards, projects, publications, or institutional proof.
It is not a route that can be self-assessed from a website. Without a recommending body, there is no application. It is most often used by senior scientists, institutional leaders, and people whose work has a documented public dimension.
The two foreign-Chinese talent variants
The 2019 policies created two variants for foreign nationals of Chinese origin:
- Doctoral route: a doctoral degree and work in China. The spouse and minor children may apply at the same time.
- Key development zone route: four years of continuous work in a national key development zone, with at least six months of actual residence each year.
Both are often described as removing the title and salary tests. They do not remove the baseline conditions, the health certificate, the police clearance certificate, or the review. The applicant must establish foreign-Chinese status, usually through former Chinese nationality, household registration cancellation, or parentage.
Recommended local channels
Beijing, Shanghai, and parts of the Greater Bay Area operate recommended channels that sit alongside the national routes:
- Beijing: the Zhongguancun program issues a recommendation letter for foreign high-level talent to apply directly for permanent residence, with its own criteria and a dedicated service window.
- Shanghai: the Zhangjiang and Lingang zones operate recommendation systems for foreign high-level talent, with published recognition rules and shortened processing in some categories.
These channels can shorten the process and, for recommended applicants, relax some national route tests. They do not change the baseline conditions or the final approval authority. A recommendation is an input, not an approval.
The 2026 city-by-city picture
The most important change in 2026 is not a new national route. It is divergence between cities applying the same national framework.
Shanghai republished its foreign doctoral route in March 2026 with two cumulative tests: three years of continuous work in China immediately before applying, and either a salary of at least three times the previous year’s Shanghai average for each year, or a doctorate from a Double First-Class Chinese university or an ARWU top-100 university with a job closely related to the doctoral field. Postdoctoral research periods are excluded. The same city’s recommended-talent channel, also published in March 2026, has no salary or degree threshold but requires a recommendation from a municipal body or a key development area; its review targets are 30, 45, or 90 working days depending on the category.
Suzhou and other Yangtze Delta cities have followed the tightened doctoral standard. Applicants who were told in 2024 or 2025 that a PhD plus a job was enough should re-check the current local guide before filing.
Shenzhen and Guangzhou have kept broader doctoral and Greater Bay Area channels, including a four-year continuous-work route for foreign nationals of Chinese origin in some zones. The documentary test is still the work permit, tax, and residence record.
Beijing operates its own recommended channels, including the Zhongguancun high-level talent route. These are recommendation-based and should be confirmed with the Beijing exit-entry administration or the Zhongguancun service window, not inferred from another city’s rules.
The national baseline has not moved: law-abiding, healthy, no criminal record, plus one statutory route. What moves is the local addendum. A route comparison is therefore incomplete without a city.
How to choose
Start with the facts that are hardest to change:
- Residence record. If you have five continuous years with nine months a year, the spouse route may be strongest. If you have four years with six months a year, look at the salary or employment route.
- Employer qualification. If the employer is a university, research institute, high-tech enterprise, or encouraged foreign-invested enterprise, the title route is viable. If not, the salary route may be the only employment-based option.
- Tax record. The salary route lives or dies on the individual income tax record. If pay is split across jurisdictions, the title route may be cleaner.
- Capital. If you have a operating company with verified paid-in capital, the investment route is available. If the capital is subscribed but not paid, it is not.
- Chinese-origin status and degree. If you are a foreign national of Chinese origin with a doctorate, the doctoral route may avoid the title and salary tests entirely.
Do not choose the route with the lowest headline threshold. Choose the route with the cleanest evidence. A higher threshold with a complete file is faster than a lower threshold with a gap.
