分为全国鼓励外商投资产业目录、中西部等地区外商投资优势产业目录两部分，总条目1679条，较2022年版净增205条、修改303条；其中全国目录619条（增100条、改131条），地区目录1060条（增105条、改172条）。

2. 优化区域开放布局
结合各地资源禀赋新增地区条目，如黑龙江新增冰雪装备研发制造、河南新增高端起重工程机械研发、海南新增海洋环境治理工程、重庆新增丘陵山区中小型农机研发等，发挥区域比较优势。
Optimize the regional opening-up layout
Add new regional entries based on the resource endowments of various regions. For example, Heilongjiang adds R&D and manufacturing of ice and snow equipment, Henan adds R&D of high-end lifting engineering machinery, Hainan adds marine environmental governance projects, and Chongqing adds R&D of small and medium-sized agricultural machinery for hilly and mountainous areas, so as to give play to regional comparative advantages.

Investment in western regions/national key counties for poverty alleviation and development: the total actually paid-in registered capital is more than 500,000 US dollars;
Investment in central regions: the total actually paid-in registered capital is more than 1 million US dollars;
Investment in general regions: the total actually paid-in registered capital is more than 2 million US dollars (not lower than the standard for three consecutive years).
