National Immigration Administration released 10 immigration and entry-exit management service policy measures
一、扩大往来港澳人才签注政策试点实施范围。自2025年11月5日起，在北京、上海、粤港澳大湾区的基础上，在长三角、京津冀地区全域，以及全国所有自由贸易试验区实施往来港澳人才签注政策。在上述区域工作的内地杰出人才、科研人才、文教人才、卫健人才、法律人才以及其他人才，可凭人才主管部门、符合条件的用人单位等出具的有关人才证明，申请办理有效期1至5年不等的多次往来香港或者澳门人才签注，每次在香港或者澳门停留不超过30天。
I. Expand the pilot implementation scope of the talent visa policy for travel to and from Hong Kong and Macao.
Starting from November 5, 2025, on the basis of Beijing, Shanghai, and the Guangdong-Hong Kong-Macau Greater Bay Area, the talent visa policy for travel to and from Hong Kong and Macao will be implemented in the entire Yangtze River Delta, the Beijing-Tianjin-Hebei region, and all free trade zones across the country. Outstanding talents, scientific research talents, cultural and educational talents, health and medical talents, legal talents, and other talents from the Chinese mainland working in the above-mentioned regions may apply for multiple-entry talent visas to Hong Kong or Macao with a validity period ranging from 1 to 5 years upon presentation of relevant talent certificates issued by talent management departments, eligible employers, etc. Each stay in Hong Kong or Macao shall not exceed 30 days.
二、实施大陆居民申办往来台湾探亲签注“全国通办”措施。自2025年11月5日起，大陆居民拟往来台湾地区探亲的，可向全国任意一个县级以上公安机关出入境管理机构提交探亲签注申请，申办手续与户籍地一致。
II. Implement the measure of "national universal application" for mainland residents applying for family visit endorsements to Taiwan.
Starting from November 5, 2025, mainland residents who intend to visit relatives in the Taiwan region may submit applications for family visit endorsements to any exit-entry administration agency of public security organs at or above the county level across the country, and the application procedures shall be the same as those in their place of household registration.
三、在部分与港澳台通航通行口岸推广应用智能通关。自2025年11月5日起，在深圳市深圳湾口岸、珠海市拱北口岸实施“刷脸”智能通关的基础上，在上海虹桥机场，厦门高崎机场、五通码头，广州琶洲客运港、南沙客运港，深圳皇岗、罗湖、莲塘、福田、文锦渡，珠海横琴、港珠澳大桥等口岸推广应用，年满14周岁以上，持有效往来港澳通行证和多次有效逗留、探亲、商务、人才、其他类赴港澳签注的内地居民，以及持有效港澳居民来往内地通行证（含非中国籍）的港澳居民、持5年有效台湾居民来往大陆通行证的台湾居民，且同意采集核验面相、指纹等信息用于出入境边防检查核验的，可选择使用上述口岸出入境边防检查现场智能快捷通道“刷脸”通行。限制或无民事行为能力人，经智能快捷通道出境入境时应有法定监护人陪同。
III. Promote the application of intelligent customs clearance at some ports with navigation and transportation links to Hong Kong, Macao and Taiwan.
Starting from November 5, 2025, on the basis of implementing "face-swiping" intelligent customs clearance at Shenzhen Bay Port in Shenzhen City and Gongbei Port in Zhuhai City, the application will be promoted at ports such as Shanghai Hongqiao Airport, Xiamen Gaoqi Airport, Wutong Wharf, Guangzhou Pazhou Passenger Port, Nansha Passenger Port, Shenzhen Huanggang, Luohu, Liantang, Futian, Wenjindu, Zhuhai Hengqin, and the Hong Kong-Zhuhai-Macau Bridge. Mainland residents aged 14 and above who hold valid Exit-Entry Permit for Traveling to and from Hong Kong and Macao with multiple valid endorsements for staying, visiting relatives, business, talents, and other categories to Hong Kong and Macao, as well as Hong Kong and Macao residents (including non-Chinese nationals) holding valid Mainland Travel Permit for Hong Kong and Macao Residents, and Taiwan residents holding 5-year valid Mainland Travel Permit for Taiwan Residents, who agree to the collection and verification of facial features, fingerprints and other information for exit-entry border inspection and verification, can choose to use the intelligent and fast passage at the exit-entry border inspection sites of the above-mentioned ports for "face-swiping" passage. Persons with restricted or no capacity for civil conduct shall be accompanied by their legal guardians when entering or exiting through the intelligent and fast passage.
四、支持促进河套深港科技创新合作区深圳园区生产要素高效跨境流动。自2025年11月5日起，在河套深港科技创新合作区深圳园区实施以下便利措施。对于在合作区科研院所、科技创新企业等机构工作的内地人才，经合作区深圳园区管理部门备案后，公安机关出入境管理机构可予签发3年多次有效往来香港、澳门人才签注，申请时免予提交人才证明。允许新兴、初创企业首年度免纳税额办理往来港澳商务备案，对高新技术、高端制造等重点企业机构往来港澳备案人数名额予以倾斜。在皇岗、福田口岸设置合作区专用通道，允许深圳园区内企业机构工作人员经福田保税区一号通道入出境，为经常进出合作区的企业机构工作人员提供边检快捷通关便利，为因重大项目、重要活动等需紧急进出合作区人员提供预约通关服务。为运输科研物资进出合作区车辆开设绿色通道，优化通关查验方式，提升科研物资通关效率。
IV. Supporting and promoting the efficient cross-border flow of production factors in the Shenzhen Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone.
Starting from November 5, 2025, the following facilitation measures will be implemented in the Shenzhen Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone. For mainland talents working in research institutions, science and technology innovation enterprises and other institutions in the cooperation zone, after being registered with the management department of the Shenzhen Park of the cooperation zone, the entry-exit management authorities of public security organs may issue 3-year multiple-entry talent endorsements for traveling to Hong Kong and Macao, and there is no need to submit talent certificates when applying. Emerging and start-up enterprises are allowed to complete the business record for traveling to and from Hong Kong and Macao with tax exemption in the first year, and the quota for the number of people registered for traveling to and from Hong Kong and Macao will be inclined to key enterprises and institutions in high-tech, high-end manufacturing and other fields. Special passages for the cooperation zone will be set up at Huanggang and Futian ports, allowing staff of enterprises and institutions in the Shenzhen Park to enter and exit through No. 1 Passage of Futian Free Trade Zone, providing border inspection fast customs clearance convenience for staff of enterprises and institutions who frequently enter and exit the cooperation zone, and offering appointment customs clearance services for personnel who need to enter and exit the cooperation zone urgently due to major projects, important activities, etc. Green passages will be opened for vehicles transporting scientific research materials into and out of the cooperation zone, and customs clearance inspection methods will be optimized to improve the efficiency of customs clearance for scientific research materials.
五、扩大24小时直接过境免办查验手续口岸范围。自2025年11月5日起，在天津滨海、大连周水子、南京禄口、福州长乐、青岛胶东、武汉天河、南宁吴圩、海口美兰、重庆江北、昆明长水10个国际机场复制推广24小时直接过境免办出入境边防检查查验手续措施。对于持24小时内国际联程机票，经上述任一机场不出机场直接转机前往第三国或地区的出入境旅客，可以免办出入境边防检查查验手续。
V. Expand the scope of ports where 24-hour direct transit without border inspection procedures is available. Starting from November 5, 2025, the practice of 24-hour direct transit without border inspection procedures will be implemented at ten international airports: Tianjin Binhai, Dalian Zhoushuizi, Nanjing Lukou, Fuzhou Changle, Qingdao Jiaodong, Wuhan Tianhe, Nanning Wuwei, Haikou Meilan, Chongqing Jiangbei, and Kunming Changshui. Passengers holding international round-trip tickets within 24 hours of travel, who transfer directly to a third country or region without leaving the aforementioned airports, will be exempt from border inspection procedures.
六、增加广东省5个口岸为240小时过境免签政策入境口岸。自2025年11月5日起，增加广州琶洲客运港、横琴、港珠澳大桥、中山港、广深港高铁西九龙站等5个口岸为240小时过境免签政策适用入境口岸，适用240小时过境免签的入境口岸总数由60个增加至65个。适用过境免签政策的55国公民持有效国际旅行证件和确定日期及行程的联程客票，从中国过境前往第三国（地区），可从24个省（自治区、直辖市）65个开放口岸中任一口岸免签入境，并在规定区域停留活动不超过240小时。停留期间可从事旅游、商务、访问、探亲等活动，工作、学习、新闻采访等需事先批准的活动仍应办妥签证方可入境。符合与我国签署互免签证协定或我单方面免签政策的，可从其规定。
VI. Adding 5 ports in Guangdong Province as entry ports under the 240-hour visa-free transit policy.
Starting from November 5, 2025, 5 ports including Guangzhou Pazhou Passenger Port, Hengqin, Hong Kong-Zhuhai-Macau Bridge, Zhongshan Port, and West Kowloon Station of the Guangzhou-Shenzhen-Hong Kong High-Speed Railway will be added as entry ports applicable to the 240-hour visa-free transit policy. The total number of entry ports applicable to the 240-hour visa-free transit policy will increase from 60 to 65. Citizens of the 55 countries eligible for the visa-free transit policy, holding valid international travel documents and connecting tickets with confirmed dates and itineraries, transiting through China to a third country (region), may enter visa-free through any of the 65 open ports in 24 provinces (autonomous regions, municipalities directly under the Central Government) and stay and engage in activities in the specified areas for no more than 240 hours. During their stay, they may engage in activities such as tourism, business, visits, and family visits. Activities that require prior approval, such as work, study, and news interviews, still require a visa to be obtained before entry. Those who meet the requirements of mutual visa exemption agreements signed with China or China's unilateral visa exemption policies shall be subject to such provisions.
七、扩大内地居民换发补发出入境证件“全程网办”试点城市范围。自2025年11月20日起，将现有的20个试点城市增加至50个，试点城市16周岁以上户籍居民（登记备案的国家工作人员和现役军人除外），可以通过国家移民管理局政务服务平台网上申请换发补发普通护照、往来港澳通行证、往来台湾通行证，可不必前往出入境窗口办理，为中国公民办理出入境证件提供更大便利。30个新增试点城市名单如下：河北石家庄，山西太原，内蒙古呼和浩特，辽宁大连，吉林长春，江苏无锡、徐州、常州、苏州，浙江湖州、嘉兴、绍兴、金华，江西南昌，山东烟台、潍坊，湖北武汉，湖南长沙，广东佛山、惠州、东莞、中山、江门、肇庆，广西南宁、桂林，海南海口，贵州贵阳，甘肃兰州，宁夏银川。
VII. Expand the scope of pilot cities for the "full online processing" of renewal and reissue of entry-exit documents for mainland residents.
Starting from November 20, 2025, the number of existing pilot cities will be increased from 20 to 50. Resident household registrants aged 16 and above in the pilot cities (excluding state functionaries and active servicemen who are registered for record) can apply online for the renewal and reissue of ordinary passports, Exit-Entry Permits for Travel to and from Hong Kong and Macao, and Exit-Entry Permits for Travel to and from Taiwan through the government service platform of the National Immigration Administration, without having to go to the entry-exit windows for processing, providing greater convenience for Chinese citizens in handling entry-exit documents. The list of 30 newly added pilot cities is as follows: Shijiazhuang (Hebei), Taiyuan (Shanxi), Hohhot (Inner Mongolia), Dalian (Liaoning), Changchun (Jilin), Wuxi, Xuzhou, Changzhou, Suzhou (Jiangsu), Huzhou, Jiaxing, Shaoxing, Jinhua (Zhejiang), Nanchang (Jiangxi), Yantai, Weifang (Shandong), Wuhan (Hubei), Changsha (Hunan), Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen, Zhaoqing (Guangdong), Nanning, Guilin (Guangxi), Haikou (Hainan), Guiyang (Guizhou), Lanzhou (Gansu), Yinchuan (Ningxia).
八、为持探亲签注往来港澳地区的内地居民在港澳地区续办同类型探亲签注提供便利。自2025年11月20日起，内地居民持探亲签注往来香港、澳门探亲，签注允许的逗留期限不能满足继续在港澳逗留需求的，可于逗留期届满前，提前不少于7个工作日，分别通过香港中旅集团、澳门中国旅行社提交续办同类型探亲签注的申请。
VIII. Provide convenience for mainland residents with family visit endorsements traveling to and from the Hong Kong and Macao regions to renew the same type of family visit endorsements in the Hong Kong and Macao regions.
Starting from November 20, 2025, for mainland residents visiting relatives in Hong Kong and Macao with family visit endorsements, if the permitted stay period of the endorsement cannot meet the need for continued stay in Hong Kong or Macao, they may, no less than 7 working days in advance before the expiration of the stay period, submit applications for renewing the same type of family visit endorsements through China Travel Service (Hong Kong) Limited and China Travel Service (Macao) Limited respectively.
九、扩大可签发一次有效台湾居民来往大陆通行证口岸范围。自2025年11月20日起，将可签发一次有效台湾居民来往大陆通行证的口岸范围由现有58个增加至100个。未持有效来往大陆出入境证件的台湾居民抵达口岸时，可向口岸公安机关出入境管理机构申请办理一次有效台湾居民来往大陆通行证，经批准后即可领取证件入境。42个新增口岸名单如下：天津港、满洲里（机场）、满洲里（公路）、二连浩特（铁路）、二连浩特（公路）、丹东港、营口港、珲春（公路）、黑河（港口）、同江（港口）、抚远港、饶河港、萝北港、东宁、绥芬河（公路）、连云港港、烟台港、日照港、威海港、石岛港、龙眼港、广州琶洲客运港、蛇口港、皇岗、罗湖、珠海港、横琴、港珠澳大桥、拱北、中山港、汕头港、揭阳潮汕机场、友谊关、东兴、丽江三义机场、磨憨（铁路）、磨憨（公路）、河口（公路）、兰州中川机场、敦煌莫高机场、喀什徕宁机场、霍尔果斯（公路）。
IX. Expand the scope of ports where one-time valid Exit-Entry Permits for Taiwan Residents to the Mainland can be issued.
Starting from November 20, 2025, the number of ports where one-time valid Exit-Entry Permits for Taiwan Residents to the Mainland can be issued will be increased from the current 58 to 100. Taiwan residents who do not hold valid exit-entry documents for traveling to the Mainland may apply for a one-time valid Exit-Entry Permit for Taiwan Residents to the Mainland from the exit-entry management authorities of the public security organs at the port upon arrival. They can collect the permit and enter the Mainland after approval. The list of 42 newly added ports is as follows: Tianjin Port, Manzhouli (Airport), Manzhouli (Highway), Erenhot (Railway), Erenhot (Highway), Dandong Port, Yingkou Port, Hunchun (Highway), Heihe (Port), Tongjiang (Port), Fuyuan Port, Raohe Port, Luobei Port, Dongning, Suifenhe (Highway), Lianyungang Port, Yantai Port, Rizhao Port, Weihai Port, Shidao Port, Longyan Port, Guangzhou Pazhou Passenger Port, Shekou Port, Huanggang, Luohu, Zhuhai Port, Hengqin, Hong Kong-Zhuhai-Macau Bridge, Gongbei, Zhongshan Port, Shantou Port, Jieyang Chaoshan Airport, Youyiguan, Dongxing, Lijiang Sanyi Airport, Mohan (Railway), Mohan (Highway), Hekou (Highway), Lanzhou Zhongchuan Airport, Dunhuang Mogao Airport, Kashgar Laining Airport, Khorgos (Highway).
十、实施外国人入境卡网上填报。自2025年11月20日起，外国人来华前，可通过中国国家移民管理局政府网站、政务服务平台、“移民局12367”APP和微信（支付宝）小程序、手机端扫描入境卡填报码等渠道，在网上填报入境相关信息。对于不具备网上填报条件的外国人，可在抵达中国口岸出入境边防检查现场时，通过手机扫描二维码或使用现场智能设备在网上填报入境信息，或者填写纸质外国人入境卡。以下7种情形的外国人可免于填报：持中华人民共和国外国人永久居留身份证、持港澳居民来往内地通行证（非中国籍）、持团体签证或者符合团体免签入境、24小时直接过境不离开口岸限定区域、乘坐邮轮入出境并随原邮轮返回、快捷通道入境、出入境交通运输工具的外国籍员工等。
X. Implement online filling of the Foreigner Entry Card.
Starting from November 20, 2025, foreigners can fill in relevant entry information online through channels such as the official website of the National Immigration Administration of China, the government service platform, the "Immigration Bureau 12367" APP, WeChat (Alipay) mini-programs, and scanning the entry card filling code on mobile phones before coming to China. For foreigners who are not able to fill in the information online, they can fill in the entry information online by scanning the QR code with their mobile phones or using on-site smart devices at the entry-exit border inspection site of Chinese ports upon arrival, or fill in the paper Foreigner Entry Card. Foreigners in the following 7 situations are exempt from filling in the form: those holding a Foreigner's Permanent Residence Identity Card of the People's Republic of China, those holding a Hong Kong-Macau Resident's Mainland Travel Permit (non-Chinese nationality), those holding a group visa or eligible for group visa-free entry, those in 24-hour direct transit without leaving the port restricted area, those entering and exiting by cruise ship and returning with the original cruise ship, those entering through the express channel, and foreign employees of entry-exit means of transportation, etc.
