贯彻落实公安部支持广东自贸区建设及创新驱动发展的 16 项出入境政策措施，广东省外国专家局发布《关于开展外籍和港澳台高层次人才认定工作的通知》，旨在为外籍及港澳台高层次人才提供出入境和停居留便利，吸引人才来粤工作或创业。
To implement the 16 entry-exit policy measures issued by the Ministry of Public Security to support the construction of the Guangdong Free Trade Zone and innovation-driven development, the Foreign Experts Bureau of Guangdong Province has issued the "Notice on Carrying out the Identification Work for Foreign and Hong Kong, Macao and Taiwan High-Level Talents". The purpose is to provide entry-exit, stay and residence facilitation for foreign and Hong Kong, Macao and Taiwan high-level talents, and to attract talents to work or start businesses in Guangdong.一
认定条件与范围 Criteria and Scope for Determination
（一）认定范围
Scope of recognition1.符合《广东省外籍高层次人才认定办法》所列条件，来广东工作或创业的外籍人才。2.在广东省工作的港澳台高层次人才，其认定标准参照外籍高层次人才认定标准执行。3.广东自由贸易试验区的外籍和港澳台高层次人才，需按照有关规定向省自贸办申请办理认定。
1. Foreign talents who meet the requirements outlined in the "Guangdong Province Measures for the Recognition of High-Level Foreign Talents" and come to Guangdong to work or start a business.
2. High-level talents from Hong Kong, Macao, and Taiwan working in Guangdong Province are subject to the same recognition standards as those for high-level foreign talents.
3. Foreign and high-level talents from Hong Kong, Macao, and Taiwan in the Guangdong Pilot Free Trade Zone must apply for recognition from the Provincial Free Trade Office in accordance with relevant regulations.

申请人需在广东省工作，且满足以下四类条件之一：
知名奖项获得者或高层次人才计划入选者
外籍知名专家、学者
企业创新创业类外籍高层次人才
其他具有特殊专长并为广东紧缺急需的人才
Applicants must be working in Guangdong Province and meet one of the following four requirements:
Winner of a prestigious award or selected for a high-level talent program
Well-known foreign experts and scholars
High-level foreign talent in business innovation and entrepreneurship
Other talents with special expertise that are urgently needed in Guangdong
认定受理机关 Recognizing and accepting authority
1.各地级以上市及顺德区外国专家归口管理部门：按照属地管理原则，受理本行政区内单位的申请，审核后报省外国专家局认定。
2.省外国专家局：负责对市（区）外国专家归口管理部门报送的申请进行认定，同时直接受理和认定中央和省属驻穗单位的申请。
3.省自贸办：负责广东自由贸易试验区（广州南沙区、深圳前海区和珠海横琴新区）外籍和港澳台高层次人才的认定办理（依据《中国（广东）自由贸易试验区外籍高层次人才认定办法》）。
1.Foreign expert management departments at or above the prefecture-level cities and Shunde District: In accordance with the principle of territorial management, accept applications from units within their administrative regions, and submit them to the Provincial Foreign Experts Bureau for recognition after review.
2.Provincial Foreign Experts Bureau: Responsible for recognizing applications submitted by municipal (district) foreign expert management departments, and directly accepting and recognizing applications from central and provincial units stationed in Guangzhou.
3.Provincial Free Trade Office: Responsible for the recognition of foreign and Hong Kong, Macao, and Taiwan high-level talents in the Guangdong Free Trade Zone (Guangzhou Nansha District, Shenzhen Qianhai District, and Zhuhai Hengqin New District) (in accordance with the Measures for the Recognition of Foreign High-Level Talents in the China (Guangdong) Pilot Free Trade Zone).
认定结果与送达 Determination result and service
认定结果Results of Determination
通过：出具《广东省外籍高层次人才确认函》或《广东省港澳台高层次人才确认函》，可用于向公安机关申请外国人永久居留证、签证、停留居留证件，及为聘雇的外籍家政人员办理居留证件（港澳台人才确认函仅用于为外籍家政人员办居留证件）。
Approval: Issue the "Confirmation Letter for Foreign High-Level Talents in Guangdong Province" or the "Confirmation Letter for Hong Kong, Macao and Taiwan High-Level Talents in Guangdong Province", which can be used to apply to public security authorities for a foreigner's permanent residence permit, visa, stay or residence permit, and to handle residence permits for employed foreign domestic workers (the confirmation letter for Hong Kong, Macao and Taiwan talents is only used for handling residence permits for foreign domestic workers).
不通过：出具《不予认定通知书》，明确告知不予认定原因（如申请材料不真实、不符合认定条件等）。
Disapproval: Issue a "Notice of Rejection of Determination", clearly stating the reasons for the rejection (such as untrue application materials, failure to meet the determination criteria, etc.).

Result delivered
准予认定的，在指定工作日内通过现场领取、邮寄等方式送达确认函；不准予认定的，送达《不予认定通知书》。
If the recognition is approved, the confirmation letter will be delivered via on-site collection, mail, or other methods within the specified working days; if the recognition is not approved, the "Notice of Rejection of Recognition" will be delivered.

What conveniences can be recognized as eligible?
出入境与停居留便利：可凭《确认函》向广东公安机关申请外国人永久居留证（外籍人才）、外国人签证及停留居留证件，简化相关办理流程，方便长期在粤工作生活。
家政人员居留便利：能为本人聘雇的外籍家政人员向公安机关申请办理居留证件，解决生活照料方面的实际需求。
政策配套支持：作为享受广东自贸区建设及创新驱动发展相关出入境政策的重要前提，可进一步对接后续人才扶持、项目合作等配套福利（如科研、创业资源对接等）。
身份与权益保障：获得官方认定的高层次人才身份，在教育、科研、就业等领域可享受对应层级的权益，同时认定结果具有公信力，有助于提升个人在行业内的认可度。
Facilitation for entry-exit, stay and residence: Foreigners can apply to the public security authorities in Guangdong for a foreigner's permanent residence permit (for foreign talents), foreigner's visa, and stay or residence documents by virtue of the "Confirmation Letter". The relevant application procedures are simplified to facilitate long-term work and life in Guangdong.
Facilitation for residence of domestic workers: One can apply to the public security authorities for residence documents for the foreign domestic workers employed by oneself, so as to meet the actual needs in terms of life care.
Supporting policy support: As an important prerequisite for enjoying the relevant entry-exit policies for the construction of the Guangdong Free Trade Zone and innovation-driven development, it can further connect with subsequent supporting benefits such as talent support and project cooperation (e.g., connection of scientific research and entrepreneurial resources, etc.).
Identity and rights protection: Obtain the officially recognized identity of a high-level talent, and can enjoy rights and interests corresponding to the level in the fields of education, scientific research, employment, etc. At the same time, the recognition result has credibility, which helps to enhance personal recognition in the industry.
